Impacts and Reflections on the "Sports Incentive Law: From Tax to Podium" Event

Abstract
This text aims to report on and analyze the seminar "Sports Incentive Law: From Tax to Podium—Empowering and Boosting," held in Niterói on June 17, 2026. Its purpose is to document the discussions, key contributions from speakers, and subsequent steps toward strengthening public sports policies in the State of Rio de Janeiro. The Sports Incentive Law (LIE) has established itself as one of the most significant instruments for fostering public sports policies in Brazil, allowing individuals and legal entities to direct a portion of their due taxes toward financing sports and para-sports projects. The event was driven by the need to train managers, organizations, and professionals to expand access to this mechanism—particularly given the substantial growth in funds raised (reaching R$ 1.38 billion in 2025) and Rio de Janeiro’s rise from sixth to second place nationally in the number of projects submitted to the Ministry of Sport. This is a descriptive study based on the observation and documentation of the seminar, analyzing institutional statements, technical panels, and data presented throughout the event. Information gathering relied on official sources, the published agenda, and local press reports. The seminar highlighted that the technical training of managers and organizations is a critical factor in expanding the use of the Sports Incentive Law. Collaboration among the public sector, the private sector, and the third sector proved essential for transforming resources derived from tax incentives into social inclusion and territorial development. Niterói positions itself as a benchmark at the forefront of integrated public sports policies, with the potential to disseminate best practices throughout the state.
